มฟล. ต้อนรับคณะผู้บริหาร สกสว. หารือแนวทางบริหารงบประมาณ FF มุ่งยกระดับงานวิจัยขยายผลสู่การใช้ประโยชน์
เชียงราย (13 มกราคม 2569) – มหาวิทยาลัยแม่ฟ้าหลวง (มฟล.) นำโดย ศ.ดร.สุจิตรา วงษ์เกษมจิตต์ รองอธิการบดี ให้การต้อนรับคณะผู้บริหารจากสำนักงานคณะกรรมการส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม (สกสว.) นำโดย ศ.ดร.วิษณุ มีอยู่ รองผู้อำนวยการ สกสว. ในโอกาสเดินทางเยือนหน่วยงานในระบบวิทยาศาสตร์ วิจัยและนวัตกรรม เพื่อหารือแนวทางการบริหารจัดการงบประมาณและเยี่ยมชมความก้าวหน้าโครงการวิจัย ณ มหาวิทยาลัยแม่ฟ้าหลวง จังหวัดเชียงราย
ผลสัมฤทธิ์งานวิจัยทุบสถิติ มุ่งสู่มหาวิทยาลัยแห่งความเป็นอยู่ที่ดีและยั่งยืน
ในการหารือ ณ ห้องประชุมดอยตุง อาคารวันชัย ศิริชนะ ศ.ดร.สุจิตรา วงษ์เกษมจิตต์ ได้นำเสนอความสำเร็จของมหาวิทยาลัยแม่ฟ้าหลวงที่มีผลการดำเนินงานย้อนหลัง (Past Performance) ที่ดีมาอย่างต่อเนื่อง ส่งผลให้ได้รับความไว้วางใจและได้รับการจัดสรรงบประมาณสนับสนุนงานมูลฐาน (Fundamental Fund: FF) จาก สกสว. เพิ่มขึ้นในทุกปี
ซึ่งไม่เพียงแต่ผลสัมฤทธิ์ทางด้านผลงานวิจัยที่สร้างสถิติใหม่ในทุกปีเท่านั้น แต่ มฟล. ยังมุ่งเน้นการขยายผลงานวิจัยไปสู่การใช้ประโยชน์อย่างแท้จริง สอดคล้องตามวิสัยทัศน์ของมหาวิทยาลัยแม่ฟ้าหลวงสู่การเป็น "มหาวิทยาลัยแห่งการสร้างความเป็นอยู่ที่ดีและอนาคตที่ยั่งยืน" (A University for Well-being and Sustainable Future) โดยมีการขับเคลื่อนผ่านยุทธศาสตร์สำคัญในกลุ่ม FMFC และประเด็นยุทธศาสตร์หลัก ดังนี้:
1. FMFC: ครอบคลุมการพัฒนาเกษตรกรนวัตกรรม (Innovative Farmers), ยาสมุนไพร (Traditional Medicines), อาหารเพื่อสุขภาพ (Healthy Foods) และเครื่องสำอาง (Cosmetics) เพื่อสร้างมูลค่าเพิ่มตลอดห่วงโซ่อุปทาน
2. GMS (Greater Mekong Subregional Studies): การสร้างองค์ความรู้และการขยายผลการใช้ประโยชน์ในภูมิภาคลุ่มแม่น้ำโขง
3. Ethnic Study: การวิจัยด้านชาติพันธุ์ศึกษาเพื่อการอนุรักษ์และต่อยอดภูมิปัญญาท้องถิ่นสู่การใช้ประโยชน์เชิงพาณิชย์และสังคม
เยี่ยมชมโครงสร้างพื้นฐานวิจัยและนวัตกรรมระดับมาตรฐาน
คณะผู้บริหาร สกสว. ได้เข้าเยี่ยมชมหน่วยงานต้นแบบของ มฟล. ที่ตอบโจทย์ยุทธศาสตร์การนำงานวิจัยไปใช้ประโยชน์และเสริมสร้างความเป็นอยู่ที่ดี ซึ่งได้รับการสนับสนุนงบประมาณเพื่อพัฒนาสู่มาตรฐานสากล ได้แก่:
1. โรงงานผลิตยาสมุนไพร ศูนย์นวัตกรรมสมุนไพรครบวงจร: ได้รับการรับรองมาตรฐาน GMP ของ PIC/S และมีการขึ้นทะเบียนตำรับยาสมุนไพรที่เป็นผลผลิตจากการวิจัย เช่น ยาแคปซูลตรีผลา และยาแคปซูลฟ้าทะลายโจร
2. โรงงานต้นแบบเครื่องสำอาง (MFU Cosmetic Pilot Plant): ศูนย์บริการครบวงจรภายใต้มาตรฐาน ASEAN GMP ที่พร้อมรองรับการยกระดับธุรกิจเครื่องสำอางไทย
3. COSMETIC MAKER SPACE & COSMETIC LAB: ศูนย์กลางการให้บริการวิจัย พัฒนาผลิตภัณฑ์ และทดสอบความปลอดภัยครบวงจร
4. เมืองนวัตกรรมอาหารส่วนขยาย (Food Innopolis): พื้นที่สนับสนุนผู้ประกอบการเพื่อเพิ่มมูลค่าผลิตผลทางการเกษตร โดยเฉพาะชาและกาแฟในท้องถิ่นอย่างครบวงจร
การเยี่ยมเยือนในครั้งนี้แสดงให้เห็นถึงศักยภาพของมหาวิทยาลัยแม่ฟ้าหลวงในการบริหารจัดการงบประมาณวิจัยได้อย่างมีประสิทธิภาพ จนเกิดผลลัพธ์ที่จับต้องได้จริง และพร้อมเติบโตไปพร้อมกับชุมชนและภาคอุตสาหกรรม เพื่อสร้างอนาคตที่ยั่งยืนตามเจตนารมณ์ของมหาวิทยาลัย

MFU Welcomes TSRI Executives to Discuss FF Budget Management and Elevating Research for Practical Application
CHIANG RAI (January 13, 2026) – Mae Fah Luang University (MFU), led by Prof. Dr. Sujitra Wongkasemjit, Vice President, welcomed executives from the Thailand Science Research and Innovation (TSRI), led by Prof. Dr. Vissanu Meeyoo, Deputy Director of TSRI. The visit aimed to discuss Fundamental Fund (FF) budget management and observe the progress of research projects at Mae Fah Luang University, Chiang Rai.
Record-Breaking Research Achievements Toward a University for Well-being and Sustainable Future During the meeting at the Doi Tung Meeting Room, Vanchai Sirichana Building, Prof. Dr. Sujitra Wongkasemjit highlighted MFU’s continuous success in its past performance, which has resulted in increased trust and an annual rise in Fundamental Fund (FF) allocations from TSRI.
Beyond record-breaking research outputs each year, MFU remains committed to expanding the application of research into tangible use. This aligns with MFU’s vision: “A University for Well-being and Sustainable Future.” The university drives this through its key FMFC strategy and core strategic pillars:
1. FMFC: Encompassing the development of Innovative Farmers, Traditional Medicines, Healthy Foods, and Cosmetics to create value-added benefits throughout the entire supply chain.
2. GMS (Greater Mekong Subregional Studies): Generating knowledge and expanding the benefits of research within the Greater Mekong Subregion.
3. Ethnic Studies: Researching ethnic groups to preserve and elevate local wisdom for both commercial and social benefits.
Visiting World-Class Research and Innovation Infrastructure The TSRI executive team visited MFU’s model units that demonstrate the practical application of research to enhance well-being, supported by budgets to reach international standards:
1. Medicinal Plant Innovation Center (Herb Manufacturing Plant): Certified under PIC/S GMP standards, producing registered herbal medicines derived from research.
2. MFU Cosmetic Pilot Plant: A comprehensive service center under ASEAN GMP standards, ready to elevate the Thai cosmetic industry.
3. COSMETIC MAKER SPACE & COSMETIC LAB: A central hub for research, product development, and comprehensive safety testing.
4. Food Innopolis (Regional Extension): A support space for entrepreneurs to add value to local agricultural products, particularly tea and coffee.
This visit highlights MFU’s potential in managing research budgets efficiently, resulting in tangible outcomes that grow alongside the community and industrial sectors for a sustainable future.
