แผน ววน. ปี 71–75:

ก้าวต่อไปของวิจัยและนวัตกรรมไทย

กองทุนส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม (กองทุน ววน.) หรือ Thailand RISE Fund โดยสำนักงานคณะกรรมการส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม (สกสว.) เดินหน้าจัดทำ แผนด้านวิทยาศาสตร์ วิจัยและนวัตกรรม พ.ศ. 2571–2575 เพื่อกำหนดทิศทางการลงทุนด้าน ววน. ของประเทศในระยะต่อไป

แผนฉบับนี้มีเป้าหมายสำคัญในการนำพลังของวิทยาศาสตร์ วิจัย และนวัตกรรม มาเป็นกลไกแก้ปัญหาสำคัญของประเทศ ยกระดับขีดความสามารถในการแข่งขัน สร้างสังคมที่เท่าเทียม และวางรากฐานอนาคตที่มั่นคง เพื่อให้ประชาชนมีคุณภาพชีวิตที่ดีอย่างยั่งยืน

ท่ามกลางโลกที่เปลี่ยนแปลงอย่างรวดเร็ว ประเทศไทยกำลังเผชิญความท้าทายหลายด้านพร้อมกัน ทั้งการเปลี่ยนผ่านของเทคโนโลยีและ AI การเปลี่ยนแปลงสภาพภูมิอากาศ ระเบียบโลกที่ผันผวน โครงสร้างประชากรที่เปลี่ยนไป สภาวะความขัดแย้งในหลายภูมิภาค และวิกฤติพลังงาน ซึ่งล้วนส่งผลต่อเศรษฐกิจ สังคม และความมั่นคงของประเทศ

กองทุน ววน. จึงมุ่งขับเคลื่อนการลงทุนใน 4 เสาหลักสำคัญ ได้แก่

เศรษฐกิจไทยแข่งขันได้ เพิ่มผลิตภาพและสร้างมูลค่าใหม่

สังคมเท่าเทียมและเป็นธรรม ลดความเหลื่อมล้ำและยกระดับคุณภาพชีวิต ใส่ใจสิ่งแวดล้อม

ประเทศพร้อมรับอนาคตและมั่นคง รับมือความเสี่ยงในทุกมิติ

ระบบนิเวศ ววน. เข้มแข็ง เชื่อมคน ทุน โครงสร้างพื้นฐาน และภาคีให้ทำงานร่วมกันอย่างมีประสิทธิภาพ

การขับเคลื่อนแผนจะเน้นการทำงานร่วมกันทั้งระบบ เชื่อมโยงหน่วยบริหารและจัดการทุน นักวิจัย ภาคเอกชน ภาครัฐ พื้นที่ และผู้ใช้ประโยชน์ พร้อมใช้ตัวชี้วัดที่สอดคล้องกันตั้งแต่ระดับแผนไปจนถึงผลลัพธ์ระดับประเทศและระดับสากล รวมถึงสนับสนุนการทำงานที่ยืดหยุ่น คล่องตัว และตอบโจทย์การเปลี่ยนแปลงได้อย่างทันท่วงที

ท้ายที่สุด แผน ววน. ปี 2571–2575 จะเป็นกลไกสำคัญที่ช่วยให้คนไทยได้รับประโยชน์ในหลายมิติ ทั้งเศรษฐกิจใหม่ที่สร้างงานคุณภาพและรายได้ดี คุณภาพชีวิตที่ดีขึ้น ทักษะแห่งอนาคต ท้องถิ่นที่เข้มแข็ง และประเทศไทยที่แข่งขันได้ในเวทีโลก

นี่เป็นเพียงตอนแรกของซีรีส์แนะนำแผน ววน. ปี 2571–2575 ยังมีประเด็นสำคัญอีกหลายมิติที่จะทยอยนำเสนอ ฝากติดตามซีรีส์ต่อไปจาก สกสว. เพื่อร่วมทำความเข้าใจอนาคตของวิจัยและนวัตกรรมไทยไปด้วยกัน

SRI Plan 2028–2032:

Shaping Thailand’s Future through Science, Research and Innovation

The Thailand RISE Fund, led by Thailand Science Research and Innovation (TSRI), is advancing the development of Thailand’s Science, Research and Innovation (SRI) Plan 2028–2032 to guide the country’s long-term investment priorities in science, research and innovation.

The SRI Plan sets out a strategic framework to strengthen Thailand’s ability to respond to emerging challenges and opportunities through research, innovation, and cross-sector collaboration. It aims to support sustainable economic growth, enhance national resilience, improve quality of life, and ensure that the benefits of research and innovation are shared across society.

Thailand is entering a period of significant global and technological transition. Rapid advances in AI and digital technologies, climate change, geopolitical uncertainty, demographic change, regional conflicts, and energy security challenges are reshaping economies and societies worldwide. These developments require more integrated, agile, and future-oriented approaches to investment in science, research and innovation.

In response, the Thailand RISE Fund will focus on four strategic pillars:

Strengthening Thailand’s competitiveness by enhancing productivity, supporting innovation-led growth, and creating new economic opportunities

Building a fairer and more inclusive society by reducing inequalities, improving quality of life, and supporting environmental sustainability

Enhancing national resilience and future readiness to address emerging risks and uncertainties across economic, social, environmental, and security dimensions

Strengthening the national SRI ecosystem by connecting talent, funding, infrastructure, institutions, and partnerships across sectors

A key emphasis of the new SRI Plan is system-wide collaboration.

This includes strengthening coordination between funding agencies, research institutions, universities, industry, government, local communities, and users of research and innovation. The SRI Plan also seeks to improve alignment between investment priorities, implementation mechanisms, and impact measurement at both national and international levels.

Importantly, the SRI Plan recognises the need for flexible and responsive approaches that can adapt to rapidly changing global conditions, while ensuring that investment in science, research and innovation delivers meaningful and measurable outcomes for society.

Through this approach, the SRI Plan 2028–2032 aims to contribute to a stronger, more resilient, and more inclusive Thailand supporting high-quality jobs, future skills, sustainable industries, stronger local communities, and long-term national competitiveness.
