แผน ววน. 71–75 เดินหน้าสู่ขั้นตอนสำคัญ จากประชาพิจารณ์สู่การประกาศใช้เป็นกรอบขับเคลื่อนประเทศ

Thailand Rise Fund (กองทุน ววน.) โดยสำนักงานคณะกรรมการส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม (สกสว.) เดินหน้ากระบวนการจัดทำ (ร่าง) แผนด้านวิทยาศาสตร์ วิจัยและนวัตกรรม พ.ศ. 2571–2575 หรือ แผน ววน. 71–75 เพื่อกำหนดทิศทางการพัฒนาวิทยาศาสตร์ วิจัยและนวัตกรรมของประเทศในระยะ 5 ปีข้างหน้า ให้สอดคล้องกับโจทย์การพัฒนาประเทศในอนาคต ทั้งด้านเศรษฐกิจ สังคม สิ่งแวดล้อม ความมั่นคง และความสามารถในการแข่งขันของประเทศ

ภายหลังการเปิดรับฟังความคิดเห็นและประชาพิจารณ์ต่อร่างแผน ววน. 71–75 เมื่อวันที่ 24 มิถุนายน 2569 ที่ผ่านมา สกสว. จะนำข้อเสนอแนะจากทุกภาคส่วน ทั้งภาครัฐ ภาคเอกชน สถาบันการศึกษา ภาคประชาสังคม และประชาชนผู้สนใจ ไปประกอบการปรับปรุงร่างแผนให้มีความสมบูรณ์ รอบด้าน และตอบโจทย์การพัฒนาประเทศมากยิ่งขึ้น

สำหรับขั้นตอนถัดไป ร่างแผน ววน. 71–75 จะเข้าสู่กระบวนการพิจารณาตามลำดับ โดยคาดว่าจะเสนอต่อ คณะกรรมการส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม (กสว.) พิจารณาเห็นชอบในเดือน สิงหาคม 2569 จากนั้นจะเสนอให้ สภานโยบายการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรมแห่งชาติ (สภานโยบายฯ) และ สำนักงานสภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติ (สศช.) ในเดือน กันยายน 2569 ก่อนเข้าสู่การพิจารณาของ คณะรัฐมนตรี (ครม.) ในเดือน ตุลาคม 2569

คาดว่า แผนด้านวิทยาศาสตร์ วิจัยและนวัตกรรม พ.ศ. 2571–2575 จะสามารถประกาศใช้ได้อย่างเป็นทางการภายในเดือน ตุลาคม 2569 เพื่อเป็นกรอบสำคัญในการขับเคลื่อนการลงทุนด้านวิทยาศาสตร์ วิจัยและนวัตกรรมของประเทศ ตั้งแต่ปีงบประมาณ 2571 เป็นต้นไป

SRI Plan 2028–2032 Moves Forward to Key Milestones: From Public Hearing to Official Adoption as a National Development Framework

Thailand Rise Fund, through Thailand Science Research and Innovation (TSRI), is moving forward with the preparation of the draft Science, Research and Innovation Plan 2028–2032, or the SRI Plan 2028–2032, which will set the direction for Thailand’s science, research and innovation development over the next five years. The Plan aims to respond to the country’s future development needs across the economy, society, the environment, security, and national competitiveness.

Following the public consultation and public hearing on the draft SRI Plan 2028–2032 held on 24 June 2026, TSRI will take into account recommendations and feedback from all sectors, including government agencies, the private sector, educational institutions, civil society, and interested members of the public. These inputs will be used to further refine the draft Plan, ensuring that it is more comprehensive, well-rounded, and better aligned with the country’s development priorities.

In the next stage, the draft SRI Plan 2028–2032 will proceed through the formal approval process. It is expected to be submitted to the National Commission on Science, Research and Innovation Promotion (CSRP) for consideration and endorsement in August 2026.

The draft Plan will then be submitted to the National Higher Education, Science, Research and Innovation Policy Council and the Office of the National Economic and Social Development Council in September 2026, before being presented to the Cabinet for consideration in October 2026.

The SRI Plan 2028–2032 is expected to be officially announced in October 2026. Once adopted, it will serve as an important framework for guiding Thailand’s investment in science, research and innovation from fiscal year 2028 onwards.
