มหาวิทยาลัยแม่ฟ้าหลวง (มฟล.) นำโดย ผู้ช่วยศาสตราจารย์ ดร.มัชฌิมา นราดิศร อธิการบดี พร้อมด้วย ศาสตราจารย์ ดร.สุจิตรา วงศ์เกษมจิตต์ รองอธิการบดี คณาจารย์ นักวิจัย และหน่วยงานที่เกี่ยวข้อง ให้การต้อนรับ ดร.วันนี นนท์ศิริ หัวหน้าผู้ตรวจราชการกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม (อว.) และคณะผู้บริหารกระทรวง อว. ในโอกาสตรวจราชการประจำปีงบประมาณ พ.ศ. 2569 เมื่อวันศุกร์ที่ 4 กันยายน 2569 เพื่อติดตามผลการดำเนินงานของ อว.ส่วนหน้าจังหวัดเชียงราย

การตรวจราชการครั้งนี้อยู่ในช่วงวันที่ 1-4 กันยายน 2569 โดยคณะได้ลงพื้นที่ อว.ส่วนหน้าจังหวัดน่านและจังหวัดพะเยามาก่อน ก่อนเดินทางมาถึงมหาวิทยาลัยแม่ฟ้าหลวงเป็นจุดหมายสุดท้าย

ช่วงเช้า มฟล. เป็นเจ้าภาพจัดประชุมรับฟังรายงานผลการดำเนินงานของ อว.ส่วนหน้าจังหวัดเชียงราย โดยผู้บริหาร มฟล. ร่วมนำเสนอผลงาน พร้อมผู้แทนสถาบันอุดมศึกษาในพื้นที่ ได้แก่ มหาวิทยาลัยราชภัฏเชียงราย มหาวิทยาลัยเทคโนโลยีราชมงคลล้านนา เชียงราย และวิทยาลัยเชียงราย ร่วมรายงานความคืบหน้า

ดร.วันนี กล่าวว่า การตรวจราชการครั้งนี้ครอบคลุม 4 ประเด็นหลัก ได้แก่ การตรวจตามยุทธศาสตร์กระทรวง การบูรณาการตามนโยบายรัฐบาลด้านการท่องเที่ยวและการป้องกันยาเสพติดในสถาบันการศึกษา การบูรณาการร่วมกับผู้ตรวจราชการกระทรวงอื่น และการตรวจเยี่ยมภารกิจของ อว.ส่วนหน้า ซึ่งเป็นกลไกเชื่อมองค์ความรู้ด้านวิทยาศาสตร์ วิจัยและนวัตกรรมของมหาวิทยาลัยเข้ากับการแก้ปัญหาในพื้นที่

ในโอกาสนี้ มฟล. นำเสนอผลงานเด่นของ อว.ส่วนหน้าเชียงราย โดยเฉพาะงานวิจัยแก้ปัญหาสารปนเปื้อนในแม่น้ำกก อาทิ วัสดุดูดซับสารหนูและโลหะหนักร่วมกับราชมงคลล้านนา เชียงราย ซึ่งได้ทุนจากรัฐบาลออสเตรเลียผลิตอุปกรณ์ให้ 4 หมู่บ้าน การศึกษาสิทธิชุมชนลุ่มน้ำโขง-แม่น้ำกกที่จัดทำเป็นสมุดปกขาวเสนอต่อวุฒิสภาและจังหวัดเชียงราย การตรวจเล็บเด็ก 129 ราย พบสารหนูตกค้าง 12 ราย ส่วนหนึ่งเชื่อมโยงกับยาฆ่าแมลงในครัว การศึกษาวิถีอาหารชุมชนที่บ้านห้วยลึก อำเภอเวียงแก่น และข้อเสนอยกระดับปัญหามลพิษข้ามแดนสู่เวทีสิทธิมนุษยชนสากล

อีกส่วนหนึ่งคือโครงการทุนทางวัฒนธรรมขับเคลื่อนเศรษฐกิจสร้างสรรค์ในพื้นที่ชายแดนและริมแม่น้ำโขง ดำเนินการตั้งแต่ปี 2564 โดย มฟล. รับผิดชอบ 8 โครงการ และมหาวิทยาลัยราชภัฏเชียงราย 5 โครงการในย่านเมืองเก่า ตัวอย่างเด่นคือการยกระดับช่างทอผ้าไทลื้อบ้านศรีดอนชัยจากแรงงานทอผ้าสู่นักออกแบบและศิลปินภายใต้อัตลักษณ์ "พื้นที่ที่สี มีชีวิต" จากผ้าทอผืนละ 2,000-3,000 บาท สู่งานศิลปะร่วมกับศิลปิน เช่น กระเป๋าใบละ 4,000-7,000 บาท และบางชิ้นสูงถึง 150,000 บาท จำหน่ายหมดทุกชิ้น พร้อมความร่วมมือกับ National Geographic ในโครงการ "ห้วงลึก ไหมซ้อน ที่ซ่อนทอ" สร้างผลตอบแทนทางสังคม (SROI) เฉลี่ย 1 ต่อ 3.85

ช่วงบ่าย คณะเดินทางลงพื้นที่บ้านแม่คำสบเปิน ตำบลแม่คำ อำเภอแม่จัน จังหวัดเชียงราย พื้นที่ที่ได้รับทุนวิจัยกรอบทุนวัฒนธรรม จากหน่วยบริหารและจัดการทุนด้านการพัฒนาระดับพื้นที่ (บพท.) ปีงบประมาณ 2564 เยี่ยมชมพื้นที่เรียนรู้บ้านป้านี วรรณี ใจปินตา กลุ่มหัตถศิลป์สร้างสรรค์ และกลุ่มเกษตรกรสวนคนยองเกษตรธรรมชาติ พร้อมชมผลงานศิลปินในพื้นที่ ก่อนเยี่ยมชมผู้ประกอบการรุ่นใหม่ Boo Chocolate ร่วมกิจกรรม Craft Chocolate Experience ตัวอย่างการต่อยอดงานวิจัยสู่เศรษฐกิจชุมชน

การลงพื้นที่ครั้งนี้มีวัตถุประสงค์เพื่อติดตามความก้าวหน้าของกลไก อว.ส่วนหน้า ที่มอบหมายให้สถาบันอุดมศึกษาในพื้นที่เชื่อมโยงองค์ความรู้ งานวิจัย และนวัตกรรม เข้ากับการพัฒนาชุมชนและเศรษฐกิจฐานราก

มฟล. ในฐานะ อว.ส่วนหน้าจังหวัดเชียงราย ยืนยันความพร้อมบูรณาการองค์ความรู้และงานวิจัยร่วมกับสถาบันอุดมศึกษาและหน่วยงานในพื้นที่อย่างต่อเนื่อง เพื่อสนับสนุนการพัฒนาชุมชนและคุณภาพชีวิตของประชาชนในจังหวัดเชียงราย

MHESI Chief Inspector Visits MFU to Review Provincial Operation Unit Progress in Chiang Rai

Mae Fah Luang University (MFU), led by Assistant Professor Dr. Matchima Naradisorn, President, together with
Professor Dr. Sujitra Wongkasemjit, Vice President, executive administrators, faculty members, researchers, and relevant staff, welcomed Dr. Wannee Nonsiri, Chief Inspector-General of the Ministry of Higher Education, Science, Research and Innovation (MHESI), and a delegation of ministry executives, on Friday, September 4, 2026, for the fiscal year 2026 inspection tour reviewing the progress of the MHESI Provincial Operation Unit (Chiang Rai).

The visit concluded a four-day inspection tour from September 1-4, 2026, following the delegation’s review of MHESI Provincial Operation Units in Nan and Phayao provinces.

In the morning, MFU hosted a progress briefing for the MHESI Provincial Operation Unit (Chiang Rai). MFU executives presented key achievements alongside representatives from Chiang Rai Rajabhat University, Rajamangala University of Technology Lanna Chiang Rai, and Chiangrai College.

Dr. Wannee stated that the inspection focused on four core areas: ministry strategic plan, policy integration regarding tourism and drug prevention in educational institutions, inter-ministerial coordination with inspectors-general, and operational performance of the MHESI Provincial Operation Unit in connecting university research directly with community problem-solving.

On this occasion, MFU highlighted key achievements of the MHESI Provincial Operation Unit (Chiang Rai), particularly research addressing contamination in the Kok River. Joint efforts with Rajamangala University of Technology Lanna Chiang Rai led to the development of heavy-metal and arsenic-absorbing materials, securing Australian government funding to install filtration units across four villages. Further outcomes include a study on Mekong-Kok river basin community rights submitted as a white paper to the Senate and Chiang Rai province, nail testing of 129 children that identified 12 cases of arsenic residue, linked primarily to household pesticides rather than river water, a community foodways study in Ban Huai Luek in Wiang Kaen District, and a policy proposal addressing transboundary pollution at international human rights forums.

Another initiative involves the Cultural Capital Project driving the creative economy along border and Mekong riverside areas since 2021. Under this framework, MFU leads eight projects, while Chiang Rai Rajabhat University manages five in the old town district. A highlight is the transformation of Tai Lue weavers in Ban Sridonchai from artisanal laborers into designers and artists under the brand concept "Living Colors, Living Heritage." Products originally priced at 2,000-3,000 THB have been elevated into collaborative art pieces, including handicrafted bags priced between 4,000-7,000 THB and showcase items reaching up to 150,000 THB, all of which fully sold out. The project also partners with National Geographic on the "Huang Luek, Mai Son, Thi Son Thor" project, generating an average Social Return on Investment (SROI) of 1:3.85.

In the afternoon, the delegation concluded a field visit to Ban Mae Kham Sob Poen in Mae Chan District, Chiang Rai. The area received funding under the Cultural Research Framework from the Program Management Unit for Area-based Development (PMUA) in fiscal year 2021. The group visited ‘Ban Pa Nee’, the learning space of Ms. Wannee Jaipinta, home to a creative handicraft group and a natural farming group of the Yong community, followed by a visit to local artisan workshops and Boo Chocolate for the Craft Chocolate Experience — a model of research translated into grassroots economic development.

The inspection monitored the progress under the MHESI Provincial Operation Unit mechanism, which delegates local higher education institutions to connect academic knowledge, research, and innovation directly with community development and local economic stability. .
As the operating host for the MHESI Provincial Operation Unit (Chiang Rai), , MFU continues to integrate academic and research expertise with regional institutions and local agencies to support community development and improve local quality of life.
